What this job involves:
An experienced Regional Program Manager is being sought, to cover APAC-wide Program Management delivery from Singapore. He/she should be an able practitioner, who will have experience in projects and program management, and be well-versed in site-enablement and pre-construction works for newbuild / greenfield developments.

The successful candidate will be responsible for demonstrating high levels of leadership and you will be responsible for the scheduling, monitoring, reporting, development strategy, procurement strategy, and work on country-level based solutions for scopes and resourcing for site preparation and pre-construction works for newbuild data-centre facilities across APAC.

This is an exciting role for a talented individual looking to excel in a regional role. You will have experience of planning and executing multiple activities at different stages of maturity and be the main point of contact for the PMO. You will be reporting to the Work Dynamics Account Lead, he/she will be expected to manage the capital budget and delivery of projects through the region and report accordingly.

Project / Program Operations
Assist the client to develop a robust project demand process working with the client stakeholders
Ensure the project process follows the agreed compliance
Assist the Client in the project strategy.
Lead and provide oversight to all of the regional projects and provide expert guidance and advice on all matters relating to project delivery.
On board project managers and ensure they deliver projects to specification, on time and in budget.
Ensure a robust scope, budget and program of projects is in place.
Responsibility to ensure that the PM’s report accurately on the status of the project and project finances.
Ensure that changes to scope or budget are reported on and managed accordingly
Ensure that project/program risks are reported on and managed accordingly
Drive cost assurance and value engineering.

Growth of Account
Meet assigned financial targets covering account sales and key pursuits. Services include Account Management, Project & Program Management and Portfolio Design.

Demonstrate Strategic Partnering:
Understand the long and short-term goals of client and identify opportunities and resources to maximize performance and outcomes in alignment with the client’s goals
Own and participate with representatives from Client and JLL in the development of the annual business plan covering whole company objectives.
Identify and examine threats and opportunities with the Client and develop understanding of client relationship with our competitors
Monitor and review account profitability with Business Line heads periodically
Keep key Business Heads and the client Team Leader aware of business opportunities with the Client and exercise judgment which will have organizational wide impacts.
Create awareness of JLL’s full range of services to the client as value creation opportunities
Understand and develop client’s pipeline, complete plans that develop relationships and have defined financial success measures agreed with the Accounts Operations Director.

Own risk identification, management and reporting at an account regional level
With the Client: define, agree, and report on key performance indicators. Understand, document and disseminate client specific processes to teams.
Drive consistency in project delivery by JLL across allocated projects (including standards, process, communications, reporting, stakeholder engagement etc.)
Demonstrate knowledge transfer from lessons learnt amongst the core and site team members to improve service delivery.

Responsibilities:
Provide advice, consultant, and be the authorized representative through site-enablement and pre-construction-related aspects of projects.
Work with internal stakeholders, client teams and third-party consultants and contractors to administer the required works required for pre-construction on behalf of our client.
Coordinate, clarify, and track design activities with Client and Client's third-party contractors.
Experience of utilities applications process
Strong leadership and people management capability - leading teams and vendors directly.
Client-relationship management and with excellent communication skills to keep client, stakeholders and teams informed of program delivery progress, risks, scope changes etc.
Responsible for leading and setting expectations with the client and project delivery teams.
Be accountable for the management of project stakeholders, administration of the Client’s needs, interdependencies, risk management, variations and issues for successful project delivery.
Coordinate Value Engineering effort when required with all key stakeholders.
Work with project teams addressing and resolving any design issues/changes to design drawings and provide input to any required changes in design and scope prior to start of construction.
Support contract negotiation with Client's third party contractors, in alignment with Client's project manager (“PM”) and legal counsel

Education and experience:
What we’re looking for is a technical candidate with at least 15 years’ experience in the field. A post-graduate degree in engineering, construction, project / construction management also a big plus.
You will be experienced in managing multiple parties, vendors, stakeholders and priorities with various milestones.
Fluent in written and spoken English
Excellent communication skills, with experience in remote management
You will be detailed orientated and organized in your approach to project management.
Prior experience in Program Management (international experience in capital works and/or programs with multiple projects) preferred.

As a Regional Program Manager, you’ll demonstrate your expertise in interacting with a wide range of clients and stakeholders — that’s why impeccable people skills will be essential. Likewise, you must show your aptitude in developing improvement initiatives and continuous improvements. You must also display flexibility in managing daily activities using various systems.

Requirements:
Bachelor Degree from an accredited institution. Preference towards a Degree in Real Estate, Engineering, or Projects / Construction Management.
Familiar with local statutory submissions and approvals process
At least 15 years experience with previous role as a Project Manager, Construction Manage or similar.
Ability to regularly communicate analyzed data to client and team to achieve project goals
Strong working knowledge of technical drawings and single line diagrams.
Highly organized with strong analytical skills.
Strong interpersonal skills with an ability to interact with executive level external and internal clients as well as external team members (architects, contractors, client’s representatives, etc.).
Ability to manage all aspects of construction projects effectively and efficiently including, but not limited to budgeting, scheduling, submittals, change orders.
Fully competent at managing all types/sizes of projects.
